DTE Algorithm manages flow to quickly achieve equilibrium, while preventing cooling water over-heating
During Control (Steady-State Equilibrium):

Once Heat Removal Target is achieved, DTE controls based on heat removal

Thermal control reduces thermal variation and minimizes the effects of process noise
